What we do / Principles of the Commission
Inform and Educate:
The Commission, in conjunction with GRNSW is responsible for educating industry participants, welfare groups and other stakeholders on the industry reforms. This includes raising awareness of the Greyhound Welfare Code of Practice, Greyhound Racing Rules and the regulations which must be complied with under the Greyhound Racing Act 2017. All major reforms will go through a consultation process.
Set Standards:
The Commission is implementing the Greyhound Industry Reform Panel’s recommendations. The Commission will set very clear standards and expectations for the greyhound industry through regulation, policy and registrations. The Commission will continue to consult with industry participants, animal welfare groups and other stakeholders on all major reforms.
Support:
The Commission will work with industry participants, animal welfare groups and other stakeholders to make sure everyone is aware of what the changes to the industry mean for them. Through regular communication, our website and ongoing consultation, the Commission will ensure everyone involved in the industry is aware of their own particular obligations and how to remain compliant. Any changes will be phased in over time.
Monitor Compliance:
One of the Commission’s core functions will be to ensure compliance with the Greyhound Welfare Code of Practice, the Greyhound Racing Act 2017 (GRA), the Greyhound Racing Rules and the GRA regulations. Effectively monitoring compliance is crucial to maintain public confidence in the ethical treatment of greyhounds and the conduct of the industry in general. The Commission will employ inspectors, investigators, stewards and veterinarians to ensure everyone in the industry complies with the codes and laws and detect any breaches. The Commission will also investigate complaints from the public relating to the greyhound industry and the welfare of greyhounds.
Enforce the Law:
Under the Greyhound Racing Act 2017, the Commission has a range of powers to enforce compliance with the code of practice, the Act and the regulations to ensure animal welfare standards are upheld, and to oversee the integrity of the industry.
Encourage Higher Performance:
The Commission has been established to promote and protect the welfare of greyhounds, to safeguard the integrity of greyhound racing and to maintain public confidence in the greyhound racing industry. The Commission will achieve this by working together with industry participants, animal welfare groups and other stakeholders to ensure the greyhound industry is an industry to be proud of. The Commission has a reform agenda to implement but the industry also has a part to play by taking the changes on board and making sure those who don’t, are held to account. The Commission aims to break the culture of silence in the industry by regular communication and encouraging those who know something, to report it.
